I've revised my list. Here it is.
I think that rather than cities and countries, the Colonies had city-states and outer provinces. So first are the names of some of the city-states.

Actually, Utopia is an invented word, from the 16th Century. It was the title of the first SciFi novel, as it were, by Sir Thomas More, and literally means "Nowhere."
